President Bush went to the UN Security Council to get a resolution authorizing the use of military force against Afghanistan and Al Qaeda, but he failed. Remember? This war has never been authorized by the United Nations Security Council. And remember that bit where only Congress has the power to declare war? Not the president? Well Congress never actually declared war against Afghanistan or against anyone.
