We are hearing talk of this again in the midst of the current existential government shutdown crisis. One thing we know for sure. There is no way to negotiate the details of such a grand bargain so as to quickly reopen our government. Such a grand bargain cannot be made in the middle of a government worker hostage crisis, with career civil servants unable to buy their medicines or to put gas in their cars to even get to work.
